About Us

Ogden-Weber Community Action Partnership, Inc.’s (OWCAP) mission is to elevate individuals, families, and communities of Weber County by improving self-sufficiency through services and collaboration. OWCAP is part of the national Community Action Network. Community Action was created under President Lyndon B. Johnson's War on Poverty and remains dedicated to helping people help themselves and each other.

Initially known as Ogden Area Community Action, OWCAP opened its doors in 1965 and, over the years, has provided services, programs, and resource connections to Ogden City and the wider Weber County. Our current programming includes Head Start and Early Head Start, Circles of Weber County, Volunteer Income Tax Assistance (VITA), Roy Communities that Care (CTC), housing support services, employment assistance, and education assistance.
